Dr Harry Carlson speaks at the Tulelake refuges
This tour was conducted September 11, 2003 for the purpose of showing Humboldt University President and guests the Klamath Project. Bureau of Reclamation, US Fish and Wildlife Service, Universities of Oregon and California Extension officers, and Klamath Water Users gave presentations. Farmers guided much of the tour. There were many questions and answers throughout the day.

The tour begins at the Bureau of Reclamation (BOR) Klamath Office for presentations, precedes to the A Canal fish screen, Klamath Project farmland, the refuge and Straits Drain.

o  Water System before the Klamath Project was built
       o  Building the Project, rerouting and storing the water for irrigation
       o  Refuges, Project efficiency, water use, evaporation and storage
       o  Water Quality then and now

#2   o  Conservation Implementation Program, CIP

#3   o  Humboldt, Oregon Institute of Technology (OIT), Klamath Water Users (KWUA) and Bureau of Reclamation (BOR) regarding research, data, water quality, TMDL's (total maximum daily load of phosphorus) and Chiloquin Dam, which blocks 95% of sucker habitat.

#4   o  Environmental Impact Statement (EIS) and Project operations considering the Endangered Species Act (ESA), NEPA, obligations to irrigators and tribes, Clean Water Act, Federal Energy Regulatory Commission (FERC)

#5   Lease land as it relates to the wildlife refuge
           o  History
           o  Pesticide use, diseases, and seasonal wetlands program
           o  Kuchel Act and Questions and Answers (like, "Is there a smoking gun between pesticide use and dead waterfowl out there?")
          
o   Lower Klamath National Wildlife Refuge and Tulelake Refuge including history, plumbing, waterfowl, operations, effect of power rate, and endangered species
