Bureau of Reclamation selects management of CIP

Dear Interested Party:

Christine Karas, Deputy Area Manager for the Bureau of Reclamation’s Klamath Basin Area Office, announced the selection of the ECO Team, a collaboration between ECO Resource Group of Bainbridge Island, Washington, and Jones and Stokes Associates of Sacramento, California.  The purpose of the ECO Team is to help Klamath Basin stakeholders finalize the design for the organizational governance structure for the CIP. 

The CIP governance structure, developed from public input over the last eighteen months, is being independently evaluated by ECO and will be presented for discussion at a public working session in early December 2006.  Christine Karas stated, “We are very pleased to have found a group with the unique combination of expertise in organizational development, scientific review and evaluation, and public involvement.”

The CIP is a stakeholder-driven restoration program with the following four goals:  ecosystem restoration, maintaining sustainable water use while reducing demand, contributing to Tribal Trust responsibilities of the Federal government, and fostering partnerships between governments and private interest in the Klamath Basin.  A successful CIP will contribute to the stability of the economy of the entire Klamath Basin.

ECO Resource Group specializes in working with diverse public and private groups to develop management strategies that support ecosystem restoration and adaptive resource management.  Recent experience includes evaluation of consultations and relations between Redwood National and State Parks and the Yurok, Hoopa, and Tolowa Tribes, designing and facilitating public collaboration, dialogue and outreach involving numerous communities taking part in the Upper Columbia River Alternative Flood Control Fish Operations Environment Impact Statement, and the Coeur D’Alene Basin Geographic Project.

Jones and Stokes Associate’s recent experience includes establishing a scientific review panel for the East Contra Costa County Habitat Conservation Plan and Natural Community Conservation Plan, and defining and facilitating a collaborative restoration planning process and management plan for the Upper Klamath Basin Working Group (under the auspices of the U.S. Institute for Environmental Conflict Resolution).

David Sale, whose technical experience includes ecosystem monitoring and assessment, and evaluation of natural resource policy, will be the Project Manager.  Sandra Davis, an organizational scientist and public involvement professional with extensive experience designing and facilitating multi-stakeholder collaborations, will guide the development of the governance structure and public working session.
